Ontario hunting regulations 2012, page 27, under Game Wildlife Parts.
A person may buy or sell a single hide of a balck bear (with head and claws attached), or a single hide of a moose or deer (without the head attached) and a single set of cast antlers of woodland caribou, whitetailed deer, American elk, or moose per year if they were lawfully aquired.
So I would say it is legal as long as the above stipulations were met, and if the hide was from out of Ontario or Canada there are other regulations to be met as well, and or may be restricted. If in doubt call the MNR office and explain what you wish to do.
It is certainly not illegal and never was in Ontario to lawfully shoot a black bear, have the hide tanned with the claws and head on and then hang it up on your wall.

I have a Silver Back Grizzly (that's what the previous owner called it) mounted with head and claws. very nice looking rug.
I want to sell it so I mentioned it to the local leather shop and the first question I was asked is do I have the proper paperwork for it. But they didn't tell me what paperwork I needed.

Since there are no grizzly in NS, he wants to know if you have the proper export papers where the bear came from, or at the very least a hunting license.
Many people don't know this, and it's a law that's rarely enforced, but you need a license or permit for every mount in your house.
isn't that what I said!!!
you can be in trouble yourself ..... you have to get all the papers, licenses and infos from the previous owner. dont sell it before you get it straight ...
