Ontario hunting regulations 2012, page 27, under Game Wildlife Parts.
A person may buy or sell a single hide of a balck bear (with head and claws attached), or a single hide of a moose or deer (without the head attached) and a single set of cast antlers of woodland caribou, whitetailed deer, American elk, or moose per year if they were lawfully aquired.
So I would say it is legal as long as the above stipulations were met, and if the hide was from out of Ontario or Canada there are other regulations to be met as well, and or may be restricted. If in doubt call the MNR office and explain what you wish to do.
It is certainly not illegal and never was in Ontario to lawfully shoot a black bear, have the hide tanned with the claws and head on and then hang it up on your wall.
