Bell scope warranty question

Hi guys. I recently picked up a 22 with a cheap Bell 9x40 scope. Looks in like new condition but it is toast. The Bell web site says that they have a lifetime warranty but I can't find a dealer or a contact to find who will exchange it. The web site lists a couple of stores in the lower mainland as dealers but none actually are.
I know it is a cheap scope but if I can get it exchanged, why not. Any info?

the bell I had was a turretless 6x sold by acme novelty years ago- probably the same guys- just throw it in the garbage and think no more about it
