i havent used an M1 before unfortunately, but berettas and fabarms operate the same way ( or should do ) . once you've hit the bolt release/the shotgun is cocked , then you should be able to load the tube

you may have a fault with your m1?

I have two, your supposed to load the tube first, then pop one into the chamber. When you charge it, the bolt will remain to the rear and you can drop a specialty round in. It's designed so you can change up ammo if required, like a breaching round...
