Benelli M4 question

Would a fixed stock m4 with the 14 inch barrel be illegal or restricted? I see non restricted 12 and 14 inch barrels all the time. The entry is only restricted because the overal length due the collapsable stock I think. Any one out there know?

I have seen cheap looking ak look alike in 223 semi at gun store with really short barrel way less than 18" barrel and it was non restricted :S

you were looking at a CZ858. my guess is they have the long barreld non restricteds sitting beside the short barrel restricteds
