I used Cole Gunsmithing out of the States last year - no issues at all with the border and had my part in less than 2 weeks. Just give them a call and they will hook you up.

Coles or Brownells. You can try Stoeger Canada - I've always had good luck with them despite everyone I know having terrible luck with them.

Briley also sells a gas piston for the 391. They will sell direct to Canada but you have to place the order by phone
