Best action?

Would depend upon many factors and what you want to achieve. For a general all purpose rig, you can't beat the remington 700 action. It's affordarble, durable, time-tested and proven, easy to modify, and has the most aftermarket follwoing of any action out there. The Winchester model 70 is a close second. Once you get past these, the price will increase significantly due to the custom nature and extreme precision involved (IE: Remington 700 vs. Surgeon = $400 tunable action vs. $1200.00 custom precision). Just my 2 cents. In any event, start where you can afford everything you need and upgrade as you go. All the best and good luck in your build.

The pre '64 being second to the Mauser, because the pre '64 was derived from the Model 54, a derivative of the '03 Springfield, itself a Mauser derivative - from which many of the best features of the Mauser had been eliminated.

The OP should consider reading Olsen's books on the various bolt actions. Detailed analysis of the strengths and weakness of many of the designs.
 
This would also be open to a bit of personal preferance... There are a lot of great actions to start a build from, your best bet is to figure out exactly what you will want out of this rifle and go from there. You may find that there is a particular action that is best suited for what you want, that may not necessarily be the best action for a different purpose.

Personally, I will be using a Savage target action to build my next rifle, but I prefer the Savage action over the Remmington. Like I said, personal preference.

also depends who is building it and what they know about the action. A model 98 can be botched by a gunsmith who hasn't the proficiency required to modify the feed rails properly etc. Some gunsmiths are more comfortable with one action or another .. some can work on everything.
 
Remington 700 - For the fact that the amount of accessories and gunsmiths that can tune them is far superior to anything else.

Savage if you want out of the box decent accuracy and the ability to do some work yourself.
 
There is no 'best' anything in the firearms world. Far too subjective.
"...Some gunsmiths are..." Handgun guys and don't touch rifles. Something you'd need to consider when picking a smithy.
"...For the fact that..." Downside is having to buy a whole rifle to get one. Remington does not sell actions. Mind you, it's not unusual for a shooter to do just that.
 
For varmint, I would personally go Savage. For big game, Winchester pre 64 model 70, or Mauser 98.

If you want to build a pretty bolt action rifle with very nice stock lines a commercial Mauser 98 is a good choice, the Model Classic Model 70 is too... both are 2 locking lug actions... if you want the strongest, safest, most accurate 2 locking lug action it is the Remington 700 you want. You can still build it pretty too.

Brownells sells Remington actions. So does a member here. Don't think Brownells is buying rifles, and breaking them.
 
Speaking of classic actions, one of my long term projects is a Mauser original sporting rifle from the 1920s. Its bore is badly eroded. Would be an excellent candidate for a rebore to .35, 9.3 or even .375, all based on the 8x57 case. The action itself is pretty nice.
 
All my custom rifles are built on Sako L61R or Sako AV actions, a little more expensive, but I like the end result very much...and Ron Smith does a very good job!
 
Brand whore here, but despite that am fond of Tikka T3s. Use Sako, Remington and Savage bolts as well but the latter two need extra attention on the lathe by the gunsmith to bring the actions perfectly true... something that Sako thought to do while they built them in the factory, and even their more affordable little brother Tikka. Even having done that, there still remains a price advantage in favour of the two domestic brands.

I still have a Remington build on my to do list, with the intent of making a long distance target rig in the curiously little used 7mm Remington Express: I like being different.

OCD style attempts at precision may not be what you seek though so the above are just my observations and preferences. As has been mentioned already, you need to mention specifics.
 
I really like the CZ actions. I just wrote to them asking about buying an action and a stock... Some guys like the browning actions... I have seen a nice rifle in 308 built on a swiss k31 action as well....

I assume they are identical the Brno ZKK actions other than the bolt shroud. If so they are the best model "98" modified copy available for more reasons than I want to list at the moment. HOWEVER ZKK's (and I assume CZ actions as well) DO need some attention to smooth them up a bit.

Is this one the same cartridge named at the time Remington was having brain farts and changed the designation .280 Remington to 7mm-06 and then to 7mm Remington Express and then back to .280 Remington?... I had a .280 Remington 700 with the designation 7mm 06.
