Best lever action plinker?

Your original request can't be done... If you want a little more power and bang than .22LR, then get a .22 Mag... Ammo is still fairly cheap, especially in bulk. Find a Henry Frontier or Golden Boy... Or a Rossi.
 
For a little recoil, louder noise and cheap ammo, I would lean towards the sks. I realize it's not a lever, but it would satisfy most of the wants you stated.

now there you go OP! And I just might be persuaded to part with my custom built Ruger 96 heavy barrel lever action carbine. She's got the bang that you are looking for in 44mag, you know you have squeezed the trigger.;)
 
BLR in 223.

yep, had one of those. Saw one in 222, but she was rough and the price was too high. I believe they are made in 22-250. More doe for ammo, but I think the OP would get a much bigger woody with the noise and a wee bit more recoil that he is looking for.
 
Missed another great one......32-40 Win. but like the .25-35 you need the longer Model 94 action to
handle it. All fun aside, a Rossi M92 in .357 magnum can be hand loaded with cast boolits and is about
as inexpensive to shoot as quality brand .22 ammo such as Eley or RWS.:)

You missed the 218 Bee and it does fit in the shorter actions. I got one but it is only a single shot lever action and a Ruger.
 
I still recommend the .22 Mag... "UNLESS" you start reloading... That seems a remote likelyhood now given some of the questions, but if you do, then a .357 Mag would be an ideal plinking lever gun... Google "Cowboy Action"... Those folks know more about lever plinking than anybody.
 
Browning BLR in .223 is an option. Bulk ammo can be found. The BLR is an expensive rifle, but accurate and a keeper. One of the best "hunting" rifles out there as far as being short, accurate and balanced well for carry all day. For sheer fun, I would go with a lever chambered for a revolver cartridge like .38/357 or .44, etc. They are a bit cheaper to shoot and piles of fun. Good deer guns as well.
 
A lever action with spitzer bullet doesn't feel right for me. There is no problem in a single-shot and a box magazine lever action at all, it's just me. Be a cowboy, shoot pistol rounds ;)
 
If you do start to reload a pistol caliber would be best, but we also plink with our Pre-64 M94's in .30/30... Use a full case of Trail boss with 160 RN cast... They are cheap rounds and bust clays real gud!
