Best NON- Restricted Tatical Rifle in .22LR?

I already started a thread about the Mossberg 715 vs Smith & Wesson M&P 15-22... seems like yes the mossy is kinda a pain in the ass but cheap, some like it some dont, I cant figure out what the real deal is on it to be honest... I have also come across the Ruger SR22 and the KEL-TEC Model SU 22, they seem to be better quality?

I guess what Im basically asking is; what is the best tactical .22? Im not afraid to spend a little more to avoid the jams the Mossy seems to have, the price is attractive and I like the 25 round mag but I guess whats the point if its a jam o mattic.
 
I've owned both versions of t715. They out shot a standard 10/22 any day of the week. However the mag does wiggle unless you do the foam trick. Takedown/clean outright sucks on the t715. I stayed away from the issc, don't like the folding stock. I love the m&p but don't want restricted plus the 10 mag sucks.
Finally went with one of the first SU22. Have the pistol grip stock. Love it. I have 3 27 round mags and Canadas largest drum mag.

I'm now looking for an ultra light custom 10/22. Something 26"ish in length, pistol grip and less than 5lbs.

I got my RIA Mig 22 yesterday, took it to the range and sent some lead downrange. I will do a review once I get a few more rounds through it, but here is the quick and dirty:

Solid, heavy gun, nice machining and looks badass.
Doesn't hold open, I think it's a problem with the mag.
No where to mount a bipod, stupid since it's a heavy barrel for precision.
The location of the rail puts the scope too close, I need to add pad to stock (about 4") to be able to shoulder it properly and get a good sight picture.
Ok for $450, SO glad I didn't buy it at $900 price.
Good luck finding mags.
Not really sure of claimed accuracy as I can't get a good hold on the gun, I only shot it off sandbags and not fully shouldered. It doesn't seem impossible that I will be able to shoot .75" groups at 50 yards or better to match the RIA claims.
 
my mossberg is working great. for the money it is a great value...cleaning is a pita...
 
save yourself some cash and buy a black one...then have fun camo painting it yourself.
 
Remington 597 VTR. Mine has been through 5,000 plus trouble free rounds out of the box before I decided to replace the hammer with a Volquartson (better trigger pull and feel) and also did the extractor at the same time. Now more than 10,000 more rouds later, still running like a top. Shoots like a dream and mine outshoots standard SR22's and 10/22's
all day long.
 
Remington 597 VTR looks fantastic... I saw a youtube video of cleaning the Mossy and that was it for me , no way, I dont even know if I have the ability to do it lol.
