Best solvent for cleaning old heavily shot 22's?

I want to help out my local 3133 Army Cadets. They always do very well in any of the shooting events they attend but the ammo they are given is mostly old and nasty.
I would like to supply them with a couple good cleaning kits and some high end solvents to keep their old 22s running in top shape.

What would you all suggest?
 
Most of that stuff you can brush out. Many .22 ammunition are simply wax coated bullets. Any lead deposits or build up comes out with a brush. Any gun cleaner would suffice in this case. Rust and neglect would be a different story.
 
Just get them some Hoppes 9 solvent and gun oil. Maybe some new brushes, jags and patches. A couple of good, small tooth brushes and maybe some solid shaft cleaning rods. .22's are pretty resilient and the ammo is not corrosive so a good scrub now and then is all that is needed to get the lead out as it were. Don't want to scrub too hard or too often. Especially when it come to competitions, a lot of guys I knew didn't want to clean too often.
