best tactical/target 223 for the price?

If you are not talking about ammunition, well, there can be a mighty big difference between "tactical" and "target". I would think you might want to narrow your scope down a little. Which do you value more, tactical, or target? Example, do you want the gun to be field portable and robust, or super-accurate and not really good for field use? Does everything have to be flat black, or does bright stainless and day-glo stocks work for you? Does magazine capacity, or removability, matter? Does a single-shot work?
If you want any meaningful suggestions you need to provide more info. The word "BEST" means nothing, especially when paired with "for the money". Whats your price range in dollars? What features do you want specifically? What type of action? At this point I could recommend a Swiss Arms and a Savage Axis and both would be correct. There's nothing wrong with asking but with such a general question there's no way anyone can help you.

I'm not paying 3000$, but I'm not paying 400$ either I guess.
Already got 2 semi auto 223s, so I was more looking at a precision tactical rifle with a long range scope.

What do you consider long range? In other words how far do you want to reach out? If you put in the effort you'll get your answer much quicker
Ill add that "value" is a relative term. Some people think ferrari's are great value for money.

May I suggest the Savage 10 FCP-K in .223?
Your criteria was: Black, portable, accurate
This is black as it is finished with a matte black finish.
This is portable at 9.9 lbs (typical for a heavy barrel rifle)
This is accurate, or at least it should be, what with a heavy fluted barrel with a #####in muzzle brake.
With a 1-in-9 twist you should be able to shoot up to 75-77 gr bullets no problem. The detachable box mag is always handy as well.
I have seen these around. Last I checked Elwood Epps had one, same as Italian Sporting Goods, though that was several months ago. Price should be south of $1000. If you dump another $1000 into good glass and mounts, you should be doing pretty good. Of course, you will want to hand-load ammo for the best accuracy, but that is a whole other can of worms.
If Savage doesn't work for you, there are similar rigs sold by other companies, such as Remington. A model 700 with 5R rifiling would be nice.

not to be an ass, but seriously, there is a 100 threads like this, and a TON of readin you can do about this very topic. I know it can be very overwhelming for some one just getting into the precision / target game but being able to ask more specific questions will really help others help you.
asking a genaric question like this will get you 100 different answers from 100 different people and you wont be any further ahead.
1) what is your idea of "long range" ?
2) all in including scope, how much is your budget
3) are you planing to hand load? (if your want to really reach out youll want to shot the heavy bullets and these can be hard to find in pre-manufacture ammo and your twist rate needs to match)
4) you want black, do you care if it get ceracoated ? as limiting your self to already black rifles is a bad choice
5) how portable do you need this? like walk threw thick slash, or carry across a field??

Own one and love it. With the limited info you have given (which is fine, don't let the precision gods get in your face about it) I would say that this is your best bet.
Top three you can work with;
1. Savage arms model 10 series (PC,FCP-K)
2. Remington 700 VTR or others
3. Tikka t3 tactical. Pricey but great.
Spend the rest on GOOD optics (a whole new ball game) and ammo (possible reloading for true accuracy)
Shoot. Done
