Best way to build a "Dissipator"?

I'm really interested in building a "Dissipator"-style setup for the AR I'll be building soon, but I'm curious about the best way to go about building it. Besides the good looks and cool factor, I like the idea of a full-length handguard for a long sight radius, with the lighter weight and more natural balance of a 16" heavy barrel. The full-length handguard would also make it easier to mount a bipod closer to the muzzle.

What I'd like: A 16" chrome-lined or stainless heavy barrel, low-profile gas block, all under a full-size free-floated "varmint" style handguard. All of this mounted to a flattop receiver.

I was thinking of having this built piece by piece. Is there an easier way? I guess I could buy a 16" heavy barreled upper and put on a low-pro gas block and the handguard I want. Which would be cheaper?
 
talk to questar and just import a complete upper from bushmaster..... easiest way to do it. or if you want to go cheap just get the barrel, hanguards and front sight from bushy imported
 
Eh, I'm not a fan of Bushy's setup though, or the price. I'd like something free-floated, and I don't want the front sight there. I'd like something similar to Hoddie's, but with a smooth FF tube, with maybe one or two rails to mount a folding front sight and bipod.

That's what I figured. Either way, nobody sells what I want as a factory package, so I'm curious about the most economical way to get it.

I understand this isn't a "real" dissipator, just something similar. I used the word dissipator instead of writing "Best way to build a 16" barreled carbine with a low profile gas block and rifle-length free-float handguards."

So, it would be cheaper to use something similar to Hoddie, and have a FSB cut down from a normal flat-top 16 or 18.5" upper?
 
I just got a Stag 3R Flattop from Arms East with a Samson 10 inch free float and low profile gas block.

For a 16 inch barrel you'd need something like a 15 inch foregrip to give you the look you are aiming for..

Samson has a 12 inch rifle length rig but it doesn't have the cutout for the gas block..
