Best way to send PAL app to CFC

A friend of mine is ready to send his application for his PAL and RPAL off to the CFC. I told him to send it Express Post so he will get a tracking number and will be able to see when it is arrives there. However he wants to add the signature feature to it so someone needs to sign for it at their end.

The address is a PO box, will there be anyone there to sign for it? I didn't use the signature option on mine so I don't know.
 
I just sent in my RPAL app, I sent it express post and it got there in 3 days.

HERE IS A BIG HINT: Do not, as I did, just buy it at Staples and then throw it in a box. In the box, it doesn't get scanned and you don't get to see the progress it makes to get there and you also get a delayed update that it's been delivered. It was very frustrating thinking that it was taking over a week to get there Express Post, until the website finally updated and showed it got there in 3 days... So send it from an actual post office location!

I mailed mine (renewal) in a couple of months ago and it took 6 weeks. I didn't bother registering it but did check the web site about 10 days later and saw that it had been received.
 
no signature would make it possible to be delivered with the rest of the regular stuff (i believe). signature would mean a person would have to go to the post office to clear the item. its not like he's shipping to a unknown recipient.
