Black powder .32 Rimfire

A question for you cartridge buffs. Picked up a box of .32 r/f at our gun show and upon inspection the remnants of the label have the words Black in the upper corner of the label then below beside the company(Dominion) logo the word Powder. all of the shells have been dipped in thin black paint to just below the neck of the case. this indicates to me these might be late black powder production shells to fit early pieces. Any thoughts?

Never seen factory painted cases before, does the paint look factory?

the paint was very thin and on most cases less than 50% remains. the precise application to each piece looks factory done.
