Until it is mounted to a lower, yes. The AR lower is the "gun", everything else is an accessory

Think this is wrong , i just weighed my whole rifle fully outfitted with scope and bipod came in at 30.2 pounds ?
We can't bring these back from the US any more can we ?

Reloading tools and equipment are OK under ITAR for US Export, but not reloading components (brass, projectiles, etc)...that said, I did have to fill out an end-use confirmation for $5 worth of replacement decapping pins - likely because they are careful about anything to do with the .50 BMG
