If I order from the states what do I need to do to bring a BP kit across the border?

A flintlock kit would be no problem, if you can find someone that will ship it to you.
Percussion kit may be more difficult.

Take a look at Track of The Wolf's website.

Flintlock long guns are no trouble (well, they are not supposed to be, the odd customs guy may try to make up rules as he goes) to get across the border.
