Just because it made it for you , dose not mean it is not illegal . Lots of people speed and dont get caught as well , but sometimes they do get caught . Its not canadian law that prevents the importation ,it is the american law that prevents the EXPORTING of stuff.
"...16 gauge..." U.S. shotgun ammo/hulls/brass are different from rifle/handgun brass.
"...Do I need an export permit..." Yep. Requires a Canadian import permit to send to the seller so he can apply for the U.S. export permit. Not you. The import permit is free, but takes several weeks to get. You send it to the seller, he applies for the export permit and you wait. Usually several months. The whole thing really isn't worth the trouble.

Shotgun exports are regulated through the Department of Commerce instead of the State Department. Not sure about shotgun shells/components. Different rules apply because they fall under a "sporting" category rather than "military/arms"
Only some "non-critical" components, and that list keeps changing.
However, the exporter still has to have the annual export licence, and they still have to report the export to the State Department, they just don't have to obtain an individual export permit for that shipment.
I'm about to order some 11.15x60 Mauser brass. I'll let you know how it goes.
I'm thinking this order will go through as well because both the Mod. 71 and Mod. 71/84 Mausers are deemed to be antique in the U.S. and are not regulated the same as non-antiques. The exporter, an established business, should know his country's export rules for what is allowed and what isn't allowed to be exported.
All of my other brass purchases are made locally because they are available locally.

I ordered a 100 45-70 from Sinclair a few weeks ago. They immediately e-mailed me documents to sign and requested a letter. I mailed both off the next day. They should be getting it any day. Buffalo Arms just said no! We'll see how much longer it takes. I am in no hurry.
