Is it the case, the projectile, or both that caused the damage?

In this instance the projectile.

They also said that steel case is hard on extractors.

So in short. Steel projectiles wear the bore of your rifle faster. Steel cases wear your extractor faster.....

But the $ saved by shooting steel case bi-metal ammo covers the cost of replacement barrels and parts......
