I'm not an expert on AR history or lineages but isn't this what the wkc, stag 10, bcl102 and ATRS models based off? Would this classify as non restricted?

Looks like the upper will mate to AR15 lower, ergo it's a variant of AR15, hence restricted. In general, Brownells introduced several retro rifles including the BRN-180. Their general approach is to make a special upper that mates to the standard AR15 lower. It makes sense for the USA market as there's tons of AR15 lower and no special restriction on AR15 lower. Not so much luck for us Canadians.
