They only go to stores that preorder. If you want one call your local shop and have them try to get one for you. Usually SHOT specials don't show up until halfway through the year or later.

The SHOT rifle I ordered last year showed up 5 months earlier than projected, my buddy's shotgun 4 months later. It's really a crap shoot, and as far as I can tell they make them in order of how many orders they got.
