Browning blr 81 rear sight problem....

Hi all,
To start I have a Browning BLR 81 steel receiver in 358 WIN . I tried to sight in the factory open sights on it and found that it prints beautifully at 25 yds with 250gr Hornady RN but 5" high.
I can not get it to go any lower at all. WTF? Is there a shim I need or something so I can bring the group down to group dead on at 25yds or 50yds so it will be on at 100?
I don't mind the factory sights, just want them for a backup or for when I take the scope off in bear country.
Or do I have to get aftermarket sights for it? I don't want to put on a peep as I want to be able to scope it when I want.

Skinner Sights has front sights that fit the BLR, and they are cheap, if replacing the front sight becomes the way you want to go. I personally vastly prefer a plain blade to the damned shiny bead.
