Browning Hi-Power safety-catch function question

It's been at least 25 years since I last shot a Hi-Power in a service pistol match, or handled one, and I'm scratching my head trying to remember: Can you flip the safety-catch up to SAFE when the hammer's down? Or will the safety only go to SAFE when the hammer's cocked, or half-cocked?

I can't even explain why I'm asking. It's just something I'd like to know.

Hammer has to be cocked, for the safety to move. I couldn't remember either - had to go check. The same on an old one I have - and more current one.
