BRS-99 Why no 10 rnd mags?

Seeing as this is basically a pistol - why are mags all limited to 5 rounds?

It has a stock, so it isn't considered a pistol, but simply a restricted rifle due to barrel length. Though this means 5 round mags, on the plus side, because it is registered as a restricted rifle, you can have it made non-restricted (and unregistered) by getting a long enough barrel.
