For close quarter shooting, in your opinion would say a 2 3/4, #4Buck be better than a 2 3/4 000Buck? Is more balls better(ya I know) hitting the target or just a few bigger ones? The velocities are about the same, energy from 24 #4's spread out would be better than the energy from 8 000's hitting the target giving that all 8 buckshot even hit the target.
The distance would be 25-35yds at say a coyote sized target or figure11.
The bbl would be an 18" open choke.
 
If it's coyotes your after then #4 for sure. You may not score enough hits for a clean kill with 000 and open cylinder at the ranges you mentioned. I have used 3" #4 with great success and I too am using cylinder.
 
I use Remington 41 pellet #4, It kicks pretty hard though that isn't a concern with my current setup. There should be nothing wrong with 27(28?) pellets. If you can call them in close enough shotguns work VERY well for yotes.
