Budget Pump-action

Mossberg Maverick. Then Mossberg 500.
You don't state use, so depending on your specific needs, the 500 might be in your budget.
 
It's Turkish made but I have a couple winchester sxp 12ga & 20ga and they run without problems.
The 20ga is one of my favorites.
Points well, good balance and great butt pad. Very easy to shoot.
One of the best bang for the bucks I've had.

Maverick 88 gets my vote, ive had 2 of them.
That being said i did sell my last maverick and replaced it with a turkish gun, i wanted a pistol grip stock, removable chokes and sights, i could buy 2 or 3 turkish guns with all these features for the cost of adding them to the Maverick. The decision made sense for me.
 
You never said what you want it for ? barrel length etc. well as some said Mossberg Maverick are said to be great . similar to Mossberg 500 but a wood stocked 500 will weigh a little more than a synthetic stocked Maverick . weight helps with recoil . next is an older Remington 870 . also some people like Ithaca model 37 shotguns. they have one action bar but are very smooth . I can recommend a few more but I don't know if you want a short barrel or a long barrel .
 
If it were me I would be looking at a Mossberg 88 Combo 2 barrel set, they come with an 18 1/2” security barrel and a 28” field barrel. The Winchester SXP, although made in Turkey is also a proven preformed with a great track record for the money, they also offer a 2 barrel combo around your price range( maybe slightly more than $600 but they go on sale often)
 
Go to a gunshow and look around.they will start in March.Don't know in which part of Can. you're from.
My reccomendations are mossberg 500,reminton 870 wingmaster or ithaca featherlight 37.all guns look for as old as possible,especially the remington products.new ones are garbage.
The ithaca are bottom load/bottom eject and are great for southpaws.
An older winchester 1200/120 ranger is a great gun too.
Remington wingmaster watch out for ejector.they are riveted in place and can get damaged.
