Budget sniper rifle -- hints?

I am in a similar boat, looking to get my first rifle, mostly for distance shooting and a few deer excursions. Among others, I am eyeing a 700 in .308too. But whatever I get, I am gonna shootfor the summer and get comfortable with the gun and then add optics once I am a little more experienced.

.....side topic, can anyone recommend ranges in the Ottawa area? (newb here!!)
 
As stated, Rem 700 is a top choice. The Rem 788's are awesome shooters too, but you may have trouble locating one. Personally, I prefer a M1 Garand in 308 or 30-06. If you have decent eyes, you can easily shoot out to 500 meters, a bit more with the right bullets. No scope needed. And way under $1000. I used to shoot silhouette with a 700 in 7-08.
Picked up an M1 in 2004, and haven't felt the need for heavy barrels and high power scopes since. As long as the eyes hold out, I'm happy as a clam. Try one out before you make the plunge. You won't regret it.

put a mil dot bushnell on a remington sps and start shooting and after 2000 rounds tell us what groups you are shooting at 500 yards, when its within 2 inches you have the right rifle. If not you may be in the wrong hobby.

YOUR FIRST SNIPER RIFLE!.The savage model 10FCP,the law enforcement model is the best BANG for your buck. 10" twist/accutrigger,McMillan O.M stock, etc + bushnell elite4200T 6-24x50mm or the elite3200 7-21x40mm mil-dot...not bad ah?..price?..little over 2G's...for what your getting? it is very good!!!.
