Reboring doesn't seem to be a readily available service. Rebarreling would probably be easier. .25 caliber barrels can be had. An action intended for rimmed cartridges, particularly one originally made in .30-30 would probably be the easiest to work with. A Ruger No.1 or No. 3 would be very interesting.
Didn't Savage make the Model 219 in .25-35?
I like the looks of that #1 Ron Smith or his son Gerald are still doing re-bores if they like you or your project.I wonder if a .223 chamber would clean up.Or one could make a .22 HP with a .224 groove?
Would a 1-8 twist still be appropriate on a 25-35 as in a BA or SS you can get away with using pointy bullets?
No reason not to do an eight twist though a ten will stabilize any bullet you would be likely to use. I will have to do some measuring to determine whether or not a 223 chamber would clean up with the standard 25-35. It might be necessary to go with a 25-35AI.
In the event it won't can the barrel lug be removed and set back ? Are these welded or silver soldered on a NEF /SS ? Would like to keep it in classic 25-35 Win .......Thanks
Have you considered stubbing? You might find a good pull off barrell with enough shank to get it done . A new blank is likely about the same cost as a rebore.
I suppose a barrel could be cut and used as a monoblock, with the new barrel threaded into it. If a spare barrel could be obtained, a two barrel set could be created.

I had an inspiration to make a 25/35 from a savage 340 bolt action. I got side tracked currently but the 25/35 is just a ###y classy cartridge. Id love a double so chambered
