Not a build, but you could wait a few months for when howa brings out thier rifles in 7,62x39. Certainly likely to be cheaper than a build, mind you, still likely to be 7-800cdnI don't have the machinery or skill to build a 7.62X39 bolt action. Would like to link up with someone who could build one for me. Any advice?

Does the Savage extractors fit?

Don't do it. It's not worthwhile. Had several of them over the years and were always disappointing.
Extractors look like the Marlin XS/XL7. Some guys have filed/dremeled the Savage extractors to fit those, so I can see making a few of those up for spares.
I can always machine a 700 ejector to work, but like you say a gunsmithing project.
Other than that, I have a Rem 700P .308 barrel for a donor. Once I cut the tenon off and machine it down to 1.060", I should be able to open up the original tupperware stock for free floating. I'll probably cut the barrel down to 22" and add some weight to the butt for balance.
Essentially, the hope is to have a 7.62x39 plinker that swaps barrels with the original .308 sporter barrel for hunting.
Savage small shanks will fit the Rem 783 , but you'll need to machine off .010" of the barrel face to headspace on the 783 properly. The other thing is the action screws. The 783 uses 1/4x32 screws instead of common 1/4x28. I made up a recoil lug jig like the 700 style for easy barrel swaps.
What did you find disappointing?
I have done two Lee Enfield conversions to 7.62x39. A No.4 (which you can see on youtube by punching in ".303 to 7.62x39 conversion) and a No.1. The No.4 is no longer together but I still have the bare action/barrel and converted bolt head in my parts inventory. (turned it back to a .303) The No.1 is fine. It's not that hard to do providing you have the tools to do it. The magazine was converted by putting in a slightly modified JW 103 magazine into the LE magazine.
