building a target/precision platform rifle

A Tikka T3 in 308 will be a great starter. Buy/shoot lots of rounds. After several thousand when you are confident you are outshooting the T3 then it is time to upgrade. Factory guns will recoup your value way better than custom.
 
The tikka is a fabulas action, more refined than the 700, but the 700 is a solid work horse. I would reccomend the 700, as there is more options later on down the road, and they have an after market that's large enough to choke a small child.

My only point to really pass out is to get a rifle that can change as you get better and better if your on a budget.

The krieger barrel is a great choice, but don't forget about benchmark. Great quality from there. If your on a budget, it would be a wise choice, but the barrels not something to skimp on. 1-10" 5 is optimal to me.

As for the stock, I'm really one sidded, so take it with a grain of salt. Look at your needs, and pick one from there. I say you can never go wrong with a hs precision, or mcmillan.
