Get a 13 twist .298 X .3075 Palma bore barrel to handle the short bearing surface palma bullets. Lots of research has been done on this and Palma bores still rule. If Peter or Paul carry it, it is worth putting on a gun, end of story.

What kind of a budget are you looking at? You'll get suggestions that range from $3000.00 works of art to buying a sportco off the ee (seen a couple for cheap in the last few weeks). Have you thought about what you want for sights?
That's the thing I shot a sportco in cadets and made the bisley team with it I guess money is the key factor3k would be good start
One of the biggest problems with retaining cadet shooters is the price of start up equipment. But I see you made the cadet Bisley team with a Sportco, so that would have been a few years ago. For the last 10 years or so the cadets have been using RPA's in both McMillan stocks and Robertson stocks.
Some fine choices these days for actions are RPA Quadlock and Barnard. You would have to price them out with a trigger to see which is the better deal. Myself I don't like the new finish on the RPA's. Both Barnard and RPA have good triggers.
There are other options as far as actions go, Stolle, BAT etc, if used is an option look for a old Musgrave (they are still winning matches), Swing, Remington 40X or 700, Wichita etc.
There is no longer any advantage to tight bores, despite the use by the Canadian Palma Team. We have the Krieger tight bore, Canadian Palma-spec barrels in stock, but don't recommend them. We have also done lots of research and consulted with Johnnie Marshal, Alain Marion, Nammo Lapua Oy, Krieger, top gunsmiths and many others and none of the above recommend tight bores. Common knowledge is that tigher bores were developed for undersize military bullets and this is no longer necessary. TR shooter Mike Wong Shui ordered one, in case he had to shoot issued ammo.
RPA may be a TR standard, but it is worthwhile to look at top international FClass results and talk to the very best of gunsmiths world-wide to see choices and ask which actions have the best tolerances.
Definetly worthwhile talking to Paul Reibin, who by the way does not advise using tight bores for TR.

There are so many good barrels out there that it's darn rare to get a bad one these days. Plenty of good action choices as well. With Hirsch here on the east coast, and Paul R on the West, both stocking actions and barrels, Canadian shooters have it pretty good right now.
