Not saying you won't find a supplier, but...timing isn't real good.
If what you see around the net about ammo shortages due to panic buying in the US is to be believed, you pretty much will need to be in position to buy rails car qty's to get the bullet makers attention. When retailers are reportedly rationing their stocks in order to have anything in stock, and demand is about peaked....
As to the price coming down, after the rush is over, maybe not, but it does not much matter what the price is if there is not any available to buy.
A belated 'amen' to the comments about legal and insurance issues and expenses. Does the OP have a handle on them? His problem, but I would hope he had a plot-plan mapped out for his business, before he goes out on a limb.
I may be wrong, but isn't the biggie getting approval from NRCAN for each load?
'Course, if he can make a plan that works in this environment, he will be set right up, eh?
But it would seem to me that he would have looked pretty hard at his supply chain by now already, for powder, primers, brass, bullets, and loading gear. And packaging, storage, financing, advertising, business Licensing, assorted Federal and Provincial permits, and a magazine to store his components in.
Should be easy!
