Bullet seating question

I'm trying to get the OAL for my wife's 7-08. The riffle is a browning micro midas. I squash the neck of a spent brass start the bullet, chamber then messure. I've done it about 20 times and each time is different. I'm shooting for 2.800 but messure the factory rounds I have and they are 2.740. Should I start with 2.74 or try a resized brass. I reload for all my firearms and have never ran into this. And advice is good
 
You can try using a resized case, use a Dremel tool to cut two or more slits in the case neck. That will hold the bullet lightly. If you think the bullet is sticking in the rifling (pulling out as you pull the bolt back), try lifting the bolt handle, then gently push the dummy round and bolt back with a cleaning rod.
Ideally you remove the extractor claw, but that can be more trouble than it's worth.

I use a home made version of the Hornady overall length gauge.

My measurements usually vary between 0.001"-0.002". I take the average of 5 measurements.
