Bushing die help

I neck sized some 223 lapua match cases using my Redding competition bushing dies this evening. I was using a .246" bushing. My brass has an average .012" thickness. I am trying to get a .002 neck tension. When I measure the resized brass neck diameter, I get .244". Am I missing something? I tought the sized neck should match the bushing size or rebound a bit after sizing.

Am I overworking my brass? Should I consider using a larger diameter bushing? My fireformed brass has a diameter of .252" prior to sizing.

The brass should come out of the bushing near the size marked on it. Maybe this bushing is miss marked. You had better try a set. .245, 246, 247 bushings. Use the one that gives best results.
