Buying 10/22 Accessories from the US

Your foresight is probably correct but, only certain parts require export permits, I usually go by what Brownells says on their web site. I know we have a lot of experts in US law here but I figure the largest gunsmith supply retailer in the world that ships worldwide probably has real lawyers that are more knowledgeable in US export law than anybody here. Here is are a couple of examples from their web site:

Gun Parts:

+1, Hawtech was very quick with my VQ hammer, bolt buffer, extended mag release and auto-bolt release--IRC, less than 2 weeks. My frail mind and poor money management skills preclude me from remembering whether I paid duty on it or not......

Also, ordered some extra bolt buffers from cheapgunparts.com and they came pretty quick as well and definitely no duty or taxes were paid on these.
 
Well HawkTech re-shipped another order for me on Thursday last week and it came yesterday. FINALLY after waiting 74 days in total. I have to say it was NOT any fault on their part b/c they shipped 4 other orders the same day to Canada when they shipped my original and no problems with the others. Great customer service from them and I will be buying again. Still no sign of the original order tho.
 
Sometimes things get get held up at customs longer than others. I've had them hold things for up to two weeks when it gets busy (not questionable items, just slow).

Here's the skinny on customs. Due to the large flow of parcels coming through they only check a certain amount of parcels. This is what causes the inconsistancies in paying your sales tax and handling fees when the value is clearly marked on the box. They don't have time to go through every parcel and frankly it's a blessing to all of us.

Any other company aside USPS has every parcel taxed accordingly. As mentioned UPS ground charges whatever they feel appropriate to "broker" your parcel through customs and add on the taxes. Avoid UPS like the plague.
 
As far as the 10/22 is concerned, barrels and bolts would require a US export permit. Any other parts with a combined value of over US$100 wholesale would also require an export permit. Orders with a total value less than this, without a bolt or barrel can be exported without a permit, if properly documented and declared.
The restriction on export of scope mounting hardware has been lifted as long as the US$100 ceiling is not exceeded.
If there are US suppliers who are shipping bolts, barrels, or orders over US$100 in value, please don't name them on a public forum. They may or may not be aware that they are violating US Federal law, but they can be retroactively prosecuted based on their shipping records. This has happened.
If a package arrives via USPS, you can expect to pay PST and GST, plus the collection fee. Sometimes parcels slip through.

All I ordered was 2 bolt buffers and an extractor. Even if things get held up that is crazy already (74 days) damn customs, I have no luck with shipping things.
 
I've been looking for a new barrel and the only option locally is the Butler Creek barrels which I'm not too fond of. Where in Canada can I buy a Green Mountain barrel and is there any issues importing one from the US?

There is a place here in Canada that sells Green Mountain Barrels. They are based out of Delta B.C. www.bitsofpieces.com
