Buying a base, how much MOA?

I'm looking for a base for my LTR. I don't expect I'll be shooting over 500 yards so would a 0 MOA base be best or is some angle preferable? Most likely I'll be looking at a Ken Farrell or EGW mount.

Also what is a decent set of rings without breaking the bank? I'm mounting a Bushnell 3200 till I can afford better.

If you're using a 3200 and you're only shooting 500, just get a flat base. 20MOA bases may make it difficult to shoot at 100 yards with only a 1-inch tube... too much elevation

Not too many places here in the Fraser Valley or surroundings that I'll be able to pull off shots over 500 yards. I guess I could always get a different base if circumstances change.

Any thoughts on rings?
 
Burris Signature Rings with inserts. You can always buy canted inserts later if you decide to push out a little farther.
 
You can't go wrong with a tapered base. If you want to upgrade a scope in future you are gtg. There are several top notch bases out there, Badger, Near, TPS etc... Richard Near also makes excellent rings as well. Just got a new Leupold tapered base (15 moa) and works fine as well. Your options are endless.
