Buying a stripped lower in Qc?

Hi guys, I heard stuff about being a member of a range being necessary to buy restricted in Quebec. I don't own any restricted yet so I am not sure. I'm thinking of building an AR starting with a stripped lower so I was wondering if that is true and if it would also apply for a stripped lower.

Yes,

A stripped AR15 lower is considered a firearm.
And club membership is needed.

You can get them at a good deal from most dealers.
