$400 isn't much of a budget if a glock 17 is what your after. You might find a beat up gen 2 or 3 for $550 or so. Try the ee or one of the site sponsors. I think Ellwood eps might have a few g22 in the $500-$600 range if you don't mind a 40s&w, but they won't be pretty.
Good luck finding a g17 for $400. This isn't america. The cheapest you might find is around $600-650 range. The g22 can sometimes be had for $550 but that's 40cal. Get permission to access the equipment exchange forum and see for yourself.
I bought a gen 4 glock 17, 100 rds through it with 3 mags and a double pistol hard case from a guy on the bargain hunter for $450. There are great deals out there but they are few and far between.
Up your budget to $500 and wait for an M&P range kit on the EE.
I agree with most people here when they say to up your budget to at least $500. You can get a Ruger SR9 $520 new free shipping from canam which is basically a glock 17 clone (in fact glock tried to sue ruger over this gun) and I have heard nothing but good things, especially for the price.
