It is essentially like a CZ or Yildiz, or the new Webley 2000/3000 series, a rebranded Turkish gun. There are some Turkish plants making deals with various importers and etc to build guns to spec and pricepoint for them.
Much like was done with Spanish guns over the years. Spain has priced themselves out of most of that market, and it is now being filled from the Turkish mfgrs. These guns happen to be from AKUS in Huglu.
The Huglu gunmakers have a co-op they established, bought a lot of new equipt, and got themselves into the market the Spanish mfgrs left.
