Cabelas Policy on Reloading Press

Hey guys,

Been bitten by the bug so I've been "shopping" around for reloading equipment. Was checking out the Cabelas.com website and noticed that they won't allow export of a reloading press, even if you aren't shipping it directly to Canada(shipping to US address). How is that different then say going into a Cabelas in the states buying it and bringing it across the border yourself? Is this just Cabelas or is there some kind of new export policy in the USA now, cause everything I've searched seems to state that reloading "tools" are fine, you just can't import powder/primers/etc. without permits, etc.

Did I miss something or is Cabelas in the states just being retards?

Manual reloading equipment is exempt from ITAR export regs., according to: www.fas.org/spp/starwars/offdocs/itar/p121.htm. It's sort of written in "reverse-speak" in that it lists the stuff that IS restricted, unless specifically noted otherwise.

The relevant paragraph is in Category III (d) at the very end under "Ammunition"

NOTE (from above source, ...p.120) An asterisk precedes certain defense articles in the following list. The asterisk means that the article is deemed to be "significant military equipment" to the extent specified in Sec. 120.19. The asterisk is placed as a convenience to help identify such articles

Category III-Ammunition

*(a) Ammunition for the arms in Categories I and II of this section. (See § 121.6.)

(b) Components, parts, accessories, and attachments for articles in paragraph (a) of this category, including but not limited to cartridge cases, powder bags, bullets, jackets, cores, shells (excluding shotgun shells), projectiles, boosters, fuzes and components therefor, primers, and other detonating devices for such ammunition. (See § 121.6.)

(c) Ammunition belting and linking machines.

*(d) Ammunition manufacturing machines and ammunition loading machines (except handloading ones).

(e) Technical data (as defined in § 120.21 of this subchapter) and defense services (as defined in § 120.8 of this subchapter) directly related to the defense articles enumerated in paragraphs (a) through (d) of this category. (See § 125.4 of this subchapter for exemptions.) Technical data directly related to the manufacture or production of any defense articles enumerated elsewhere in this category that are designated as Significant Military Equipment (SME) shall itself be designated SME.

So Cabela's is probably just protecting their Canadian store.
 
I have seen this on other US sites, many do not have programming to flag exportable vs non exportable items, often if u call they will take the order over the phone. For cabelas I assume they do not want to export items that are already at the cdn warehouse
 
Bought my Rockchucker master reloading kit from Natchez and paid the extra postage. Got lucky and didn't pay duty. Cabelas is just trying to make you pay more for being a Canadian. Got my Chargemaster from Brownells from the states also.
 
My guess since I have bought a fair amount of reloading stuff including presses from Cabelas over the years and all was good until I am going to say late 2011 when they were fined $650,000 for Improper exporting
After than they just put a blanket policy in place and stopped shipping many many items to canada regardless if OK or not presses included.
A bunch of companies did the same at the time like precision reloading but lately they are starting to ship reloading stuff again

I still place a couple of orders clothes etc a year with Cabelas US usually in jan to take advantage of the end of year sale items. Worth the extra duty, exchange ect when you can land a gortex camo parka to your door for 205 bucks vs almost 500 in canada for exact item. This year when I did order from the US for the 1st time two of the boxes were at the door in 3 days and shipped from winnipeg. Rest came out of the US as normal so they are definately working close with the canadian inventory

Mid-South Shooters Supply and Natchez are both Canadian friendly and will ship reloading tools, dies and presses. They usually have great prices and shipping is generally reasonable. Grafs will also ship to Canada, but their shipping charges are much higher. The US Cabela's has had a policy against shipping reloading gear in place for at least the past 15 years or more. There are cheaper alternatives. Just remember to factor in the exchange rate. With the fall of the Loonie, cross border shopping got a lot more expensive. Always request they ship via USPS and NOT via couriers like FEDEX or UPS. The brokerage fees are almost criminal. There is no duty to be paid on goods manufactured in North America, but expect to pay GST/HST along with the Canada Post $9.95 "handling" fee for collecting them.

I have bought reloading gear including a mec press maybe 4-5 years ago from them max, maybe rifle presses may have been controlled earlier but not shotgun stuff for sure.
You have no choice to select shipping when purchasing from the US Cabelas site.
They assign everything right at check out and you pay it all up front yes it is expensive but if you are buying their sales items out of the bargin cave or a year end sale it is still well worth it
Canada post delivered the two packages to me that Cabelas US shipped from winnipeg and UPS delivered the other two from the US
No extra charges with either just what you pay at check out
To give you an idea a 135 US dollar item cost me 210 CD to the door and that included a 11% exchange 15 % tax 3.50 brokerage fee, shipping and duty since most of their items now are no longer made in USA which is sad

Agree with you 100% for other suppliers in the US on this but it doesn't apply to cabelas

For giggles I just went in to order a mec size master 28ga press and other than I could not ship to canada air , only surface NO PROBLEM

Here is the final cost, one click and it would be on the way
