I have a couple of PRS rifles in my collection (Ruger Gen2 and Sako S20). Looking to add some Canadian content and considering the above rifle in 308 with a 24 inch barrel. Any thoughts or comments, generally, i.e. value relative to other offerings? Is the Bartlein barrel upgrade worth it? I am not planning to shoot in any competitions at this moment but might in the future.

Cadex barrels need about 150 rounds through it to get the best accuracy. Bartlein should be good from the start.

The Cadex barrel shoots about 0.75 moa. Not sure what the Bartlein can do. Is it worth $600 extra? Maybe.

The SHP lineup is excellent. They have a few minor things that I would like changed but nothing major.

I have a Cadex CDX-R7 action with a Bartlein Barrel spun up by RDSC. The CDX-R7 is a bombproof action that will work no matter what: Sand, Mud, Snow, Rain, or Shine. There are probably smoother custom actions out there, but I'm very satisfied with mine and I prefer the reliability it brings to being slightly smoother. Bartlein barrels are the basically the best in the game right now, but there are lots of good barrel manufacturers out there and whether or not the extra cost is worth it will depend greatly on what you are trying to achieve. My barreled action (Action, Trigger, Barrel, and Brake) ran me $3,500 + Tax, I think it was worth it.

By the way, Cadex can spin up a headspaced shouldered barrel for you with just your serial number.
 
What barrels is Cadex using? Are the blanks made in house or sourced from a barrel manufacturer?

Don't neglect the chamber job. A premium barrel blank with a mediocre chamber job will result in a mediocre barrel. A $600 upcharge might not be worth it if the chamber job is on the mediocre side of things.
