Can A prohib Pistol be exported to the USA?

I have a friend who owns a Ruger revolver that is a prohib because of caliber, he has a friend in the US who he would like to give the gun to. Does anyone know if it can be done and if so how does he go about doing it? Any help on this matter would be much appreciated.

Yes and no. The BATF requires that the barrel length must be 3 inches or longer. I tried to sell and ship a King Cobra to the USA last year but it was refused by the BATF as the barrel length was 2.5 inches.

"...Form 4590 establishes certain standards and prerequisites for imported handguns. Those qualifying benchmarks establish the minimum size and weight requirements for handguns under consideration for importation. Each submitted sample can accrue additional points based on the cumulative evaluation of its configuration, design, and enhanced safety features that further contribute to overall sporting and safety characteristics. The factoring criteria apply only to complete firearms, not actions, frames or receivers."

Barrel length is one of the factoring criteria.
