Can barrel OD be reduced?

I have an old Stevens pump shotgun that had a Savage polychoke. The previous owner shortened the barrel and used it cylinder bore. I have the poly choke and would like to re-install it on the shortened barrel. Problem is, the barrel diameter at the muzzle is obviously larger than it was when at full length. Question is, is there any way to reduce the outside diameter of the (final 1.5" of the) barrel?

I recall an old article called "Heat it and beat it" in which they just warmed up the end of the barrel to red and tapped it smaller to create the desired choke. A few sheets of paper were used to keep testing as it got smaller. A bit of emery cloth to smooth things up outside and a fine small half-round file to bring the inside to size. Then touch it up with blue and you have a good truck gun. Sounds a little rough, but it is a simple fix.
 
Depends on the thickness of the material.
You could do as darxtar say but you have to have enough meat there to support it
 
Turning on a lathe would be ideal but I don't know of anyone to do it. One guy I now said that he could not do it with his particular set-up. Know of anyone in Ontario (east of GTA)?
 
you want this to be pretty?

how much does it need to be reduced? got a veneer caliper?

If you not looking for pretty I would use a belt sander and use it to grind down the end, sliding it around the barrel doing a little at a time, wrap the barrel with tape to stop unwanted grinding.
 
Turning on a lathe is the best answer. If the barrel is a little light on thickness you could ream the inside of the polychoke a little as well in order to get a good fit. Any machine shop can do this for you ,no need to go to a smith if one is not available. Silver solder when you have everything fitted properly. IMO heat and beat and belt sanders are for the old Massey ferguson out back. If you don't install it in line with the bore your pattern will be off accordingly
