Sounds like you are applying anyways which is good - the worse they can say is 'no'. If they do, find out why and deal with it as it comes. There's always avenues of appeal if you are serious about it.

Once you apply it might take a little bit longer, but you should still get your PAL.

You can always try. I had a friend who's family was big time involved with some heavy stuff and he has his. I'd say give it a shot and if it works then it works. What do you have to loose? Worse case situation... they refuse you.
