Don't quote me on this but

I believe that the stamping "N" "R" means non reloadable
If you look in the case do you see one or two flash holes
If two a no go for sure
 
The CCI NR Aluminum 9mm is boxer primed and can be reloaded, but I probably wouldn't load them very hot. It's pretty much easier just to toss them unless you absolutely need them.
 
I have taken some aluminium cases (boxer primed) and reloaded them with mild loads for shoots where I won't be able to recover my brass. Like outside in the snow.

The OP's case is Berdan primed. It can be reloaded, but no sane person would want to.

The only time I reload Berdan is when it is a caliber for which only Berdan cases are available, and I can't make Boxer primed cases for it.
 
I've seen them both Boxer and Berdan primed. With all the free brass cases on the range, I just leave the aluminum where it lay.

I see all kinds of casings around the range I go to. I usually go and shoot what I want and then spend more time picking up casings that others leave laying around and picking through the spent casings buckets. Anything brass comes home with me, steel I leave behind. Then when I get home I sort the casings into Boxer/Berdan piles and Berdan goes in a bucket to take to the metal recyclers while the Boxer gets further sorted and any damaged or suspect casings got into the recycle bucket and the rest go into the "to be cleaned" bucket. My saying when it comes to brass is, If it's free, It comes with me. LOL
 
You can reload aluminum cases but... Aluminum is very prone to work hardening so it can't take many reloads. I have heard various theories from 1 reload to 5 reloads. Personally I wouldn't bother. As has been said before there is an abundance of free 9mm brass at pretty much any range. I have got so much for free I even sort and only use particular types of brass and still have thousands of cases.
