Can the CZ SP-01 operate cocked and locked?

the safety is a manual safety...

the pistol can be cocked and locked...

the pistol has NO decocker, the tactical model does...

you must MANUALLY lower the hammer to have a DA first shot.
 
I'm getting the tactical model, which is so much better than having to manually lowering the hammer. And Gunnar at Armco said the decocker version is easier to work with than the manual safety!

You may have misunderstood Gunnar or he may have misunderstood you, but it is general knowledge that the decocker model is definitely harder to work on (triggers) than the manual safety version........especially for a "newbie" to something like IPSC Production division the decocker version is safer to "make ready" than having to "thumb" down the hammer on the manual safety version (NOTE: "thumb" is being used as a general term here, most experienced shooters grasp the hammer between the thumb and forefinger to lower it)
