Yes, they can be reloaded.
Yes, they have crimped primers.
After depriming, the crimp must be removed.
 
IVI brass is quality stuff, I get many reloads from this brass. It's a bit thicker, but I just load down a bit and they last forever.
(DA), Dominion Arsenal is also another brand that I have a fair amount of that is very similar to IVI in quality and reloadability.
Remove the crimp with a chamfer tool and you're ready to prime the cases.
 
I found it the hardest brass to resize. Needed to put new screws in my sawhorse after I pulled them out working the handle. Needed lots of lube to get them back out of the sizing die and a couple of episodes of depriming needle popping up.

If you get IVI brass that comes from DND ranges (1X fired), it is fired from C6 LMG's and thus expanded quite a bit. After shooting it in your rifle, it'll be much easier to size. Make sure you lubricate the case well as you have mentioned. Don't forget to generously lube the inside of the neck as well.

It's possible - just a lot of work involved. I did this years ago when I had some dead blanks. The best thing to use to get the tops off is the RCBS Trim die.

It's got the hole in the top and you use a hacksaw blade to trim the whole mess off the top. The die is meant for this purpose - trimming, but not trimming blanks.

I didn't do many because it was a PITA to do a lot. Better to use regular IVI cases and perform match prep work on em.

I happen to really like IVI cases - good and strong - just gotta reduce the loads, due to internal capacity. I think they are on par with Lapua cases - once you go through the necessary steps to match prep em:

-I anneal them, becuase you don't know what they've been fired in
-FL size to conform to standard size, before you fire form them to your chamber
-flash hole reaming/chamfer and primer pocket uniforming
-primer crimp removal/swagging
-trim to standard uniform length
-check neck thickness and neck turn to uniform thickness

Once they're fire fire formed, then you can just neck size and shoulder bump for case longevity. I anneal my cases, because I have an annealing machine which makes life so much easier - I can do it all the time with no effort!

With the frequency I shoot and annealing, I'll have cases for the rest of my life hopefully.

It is not advisable to cut down blank brass and reload it. Some blanks have thicker brass in the neck region.
It is prudent to NOT use blank brass for reloading.
 
If you want to load for precision shooting, you will have to sort out the cases by weight; IVI and DAC cases weight varies a lot from batch to batch. Even those from the same year may by quite different in weight.
