Can you still register an old SAA?

I was talking to a friend of mine yesterday and he told me that his father has a 2nd generation Colt SAA made in 1904. It was passed down to his father years ago when his dad died and had never been registered (as far as he knows). Of course his dad does not have a PAL of any kind and wants to pass it down to my friend, who has a R-PAL. The pistol has historical, monetary and sentimental value to his family and he is worried that if he starts asking questions at the RCMP that it might be taken away. I know the legal ramifications that his dad should not even have it because it is not registered and he has no R-PAL. Can he still register it somehow?
 
If it is passed down generation to generation there should be no problem, I think the spirit of the law allows for this sort of thing.

There shouldn't be any problems to register it....BTW it's a first generation if it was made in 1904.
