I can't speak directly to your combination (crossing calibre AND model). I've got some NP34 magazines which work fine in my Sig P229, and I believe I've heard that Norinco clone mag.s for their 226 work in the native 226 as well, so it would seem they copied the originals fairly well.
Generally 226 mag.s will work in a 228/229, but stick out of the bottom of the grip (you can purchase spacers which blend this gap into the grip).
People have reported that Sig .40 calibre magazines will work in their 9mm 226 pistols. They hold 13 rounds, but they're not very firmly retained at the top of the magazine, so they should be handled carefully.
Putting all that together, I have a guess that Norinco .40 226 magazines (NP58) should fit and function in a Norinco 9mm 228 pistol (NP34), much of the time.
Someone with the materials on hand should report if that's so.
