Savage markings on the wrist, Savage serial no. Scrubbed and LB one put in place?

Where do you get Savage marking on the wrist? Long Branch No4Mk1*, looks like serial number 35L7432. if it is a Savage the serial number would be with a "C" in place of the "L".
After the savage contract was up, extra part were shipped to Long Branch, certain that was after 43.

Apart from that, the stock looks like it is stained or painted..
