Can't access EE?

Maybe curtton can answer this. I have applied for the EE, been given access to it. But why the need to apply in the first place rather than just make it open when you sign up?

i imagine its to compare the ip adress of scammers and banned users against your ip address to find out wether you are one of them or not. that is my guess anyways.
