Can't Leave Feedback after EE Transaction

Hello,

I just purchased a scope from someone on the EE fourm and I wanted to leave the seller positive feedback. When I click his profile and then on his feedback score there is no option for me to leave feedback.

Attached is a screen shot of what I see when I try and leave feedback.

Well bluedexter, when I click on your name a drop down menu appears.
the last box on the right says leave feed back.
when I click on that it goes to another page with several options, such as am I the buyer, the seller or...
Click on each step of the way and it offers a short report and comment.
Click the light blue box at the bottom that says "add feedback" .
And you are done.

I don’t think you can leave feedback untill you have full privledges. You gotta make a few successful deals?

Yes I think under the new system sellers need to leave a couple feedbacks for the OP first before he can leave some. I searched around but can't find the new 'rule'

I was reading somewhere that a newbie can’t leave feedback but the seller can. Doesn’t make sense but new forum rules.
